I developed a national 'water council' for...Three 1:100 scale models on plinths - developed as part of my thesis project, within the MArch programme at the University of Edinburgh. I developed a national 'water council' for Panamá - housed within the structure of a large roof canopy that sheltered a civic space below the tropical sun and rain. My architecture mediates between Panamá's climatic conditions of water abundance and scarcity - conditions that have been exacerbated by climate change. Central to the proposition is the undulating roof which acts as a mechanism for water capture while holding within it the main elements of the programme. Conceptualised as two skins that peel apart to become inhabitable - thickening to create laboratories and flood monitoring stations. Undulating pools for rainwater storage are excavated into the ground below. The pools take on contorted geometries as they avoid columns, stairs and routes of public space under the vast area shaded by the roof.
